I came across an article on Euractiv which I’d missed earlier this summer entitled Business warned against ‘uncoordinated’ PA strategies which makes interesting reading. In short, it states that aggressive communications can put companies at risk and that Public Affairs and Corporate Communications strategies should be more closely aligned.

I could not agree with the latter more (or the former for that matter, but I’ll save that topic for a rainy day.) I’d probably even take it a step further. I think all communications activities, including marketing, should be under the same roof and closely integrated. Maybe I’m oversimplifying, but how can a legislator take a lobbyist seriously if he’s saying one thing while an EU media campaign is saying another and the ad in a trade magazine aimed at customers something else?

The web also makes integration more crucial than it’s been before. How? In particular, the nature of search (how +90% of information is accessed online) is such that it’s harder to compartmentalise according to target audiences online than it is offline. Look up a key term on Google and you’ll find the same thing wherever you’re a customer or policy-maker, pauper or CEO.

So what’ll the landscape look like in a few years? Even more so than is the case in forward-thinking organisations today, communications, be it PR, marketing, PA, advertising and so on, will be in the same building, have one boss and one strategy; and what’s more, they’ll be more closely connected to the “business” operations arm of the organisation than is the case today.

A point raised in a recent client meeting by a head of communications: it’s hard to find people who both get the issue and are real communicators; it tends to be either one or the other.

I haven’t been at it for that long in Brussels but my inkling is that this is true and that the balance is heavily skewed in favour of policy geeks. Be it comms people at associations or companies (although a bit less at the latter) or most PA/PR agency consultants, most have a background in politics, policy, regulation etc. How many have PR, marketing, advertising, branding, corporate communucations or media backgrounds? Not that many.

Makes sense. Clients and members need people in Brussels who get the stuff and can open the right doors (and know what to say!) They also however need people who can build ambitious communications programmes that help shape the regulatory landscape in the long-term. Does the current Brussels balance address this? Probably not, given how archaic most communications activity I’ve seen is, but I’m open to challenges.

At least once a month, we hear a Brussels-based communicator state that their goal is to get their organisation’s story into the Financial Times. I get it, and I agree to the extent that if I had to choose to have my best story appear in just one place, it’d be the FT. Please don’t think “mission accomplished” if your story gets coverage in FT though, or any top-tier publication for that matter. It’s simply not enough; people – and this includes legislators – need more: individuals view 8 sources of media per day and on average need to hear a story 3-5 times to believe it (Richard Edelman.)

So what do you do about it?

  • You open your eyes and acknowledge that the list of credible news sources has grown exponentially, and it’ll often include people you’ve never heard of. Edelman speaks of dispersion of authority, meaning that figures of authority aren’t just main stream media and the like anymore, but also other experts or aficionados in any given sector or issue who might not reach 100,000s of readers like the FT, but will reach everyone who matters within their niche.
  • You extend your monitoring so that it refelects this shift to niche content providers, whether online (usually) or offline.
  • Extend the scope of your editorial work so that you’re present in all the spaces that matter. Whether that means responding to blog comments on someone else’s blog or writing your own tweets doesn’t matter. What does matter is that your editorial plan reflects “dispersion of authority” and the shift to niche.
  • People don’t find information by having it sent to them or by picking up a paper. They look it up on Google, so you really need to have a search strategy in place. It’s the dullest part of the job but arguably the most important (remember: +90% of MEPs use search daily!) Get an SEO agency in to help you, and produce content that will mean people find you online when they look for information on whatever issue you’re working on. Tip: publish far more press releases on your site and on eWires only than you do at present as it’ll mean you provide more good value content and improve your search engine ranking without bothering journalists. In marketing, companies have made the journey from being brand-focused, to now being ever more consumer-centric (didn’t make this up; I heard it as recently as this morning in a podcast with Saacthi CEO Kevin Roberts.) In practice, companies are increasingly looking to create outstanding products and services that are easy to use or that match the most intricate customer needs. By doing so, they can instill in their customers a sense of loyalty which a branding approach alone could not achieve. Consumers are more cynical now; creating a fantastic brand which conjures up abstract images (I too can be the Marlboro Man if I smoke Marlboro reds) won’t work on its own anymore.

Don’t get me wrong. Branding still matters. But people expect the world, and no amount of smart branding can prevent a non-customer-centric company from appearing distant or to fail to meet the “what’s in for me/does it really do everything I could possibly want” tests.

Can we transfer this thinking to the world of issues, where companies and other organisations don’t try to sell directly but are looking to influence the general public and other stakeholders in order to showcase their activities in a positive light?

Certainly. Organisations need to be customer-centric on two fronts now: in terms of the tangible goods and services they produce, as described above, but also by matching customers’ demands for organisations to do good things and for their goods and services to be more sustainable. They reward companies that are doing their bit for their communities or the wider environment; to the expense of companies that aren’t although they might make fancier shoes (or whatever.) What’s more, this trend is accelerating, and customers are also citizens whose whims legislators are responding to at a fast growing rate.

So what should you do to remain customer/citizen-centric on both fronts? For a start, do the right thing, full stop (or start heading in the right direction.) No amount of smart PR (or branding..) will make you seem nice when you”re really not. Modern-day customers are too smart and cynical. Next, communicate on the customer’s turf rather than where you can make a big splash. Go where customers and citizens themselves are, listen to their concerns and respond to them. Meaning that you may need to spend more time looking at iPhone apps, Facebook, Twitter et al than getting into your paper of choice or getting on a billboard at the airport.

Title_storytellerA tale heard many times in varying incarnations in Brussels:

  • Big company X spends hundreds of thousands to get an independent report published by a reputable institution.
  • Takes months, the report is finally published and the company is happy: the facts support its side of the story (e.g. product Y is not nearly as dangerous as some say or, for instance) and the report is truly independent, so case closed – or so they think.
  • What’s the story? Company X publishes “independent report” which proves so and so? No, that’s not interesting enough. The story becomes company X publishes supposedly independent report but pressure group Z says it can’t be trusted as it’s industry sponsored. The report flops in PR terms.

This is another tale that’s been around the block a few times:

  • Pressure group Z doesn’t have any budget but understands PR far better than industry behemoth X.
  • It makes a mountain out a molehill by taking a nothing story and relating it to a day-to-day human experience e.g. the equivalent of say “paracetamol will kill you” without mentioning that you would have to take 100 tablets or whatever to do so (to be fair, plenty of NGOs and the like publish material that is much less controversial, but you get the gist.)
  • Pressure group Z gets loads more press than Company X got for its crumby report.
  • Company X responds to the story with a press release a week later rather than responding to it immediately using online crisis communications tactics that have more impact.

What are the lessons for corporate players in all of this? Each of these points could be a blog post in itself (if not something much longer), but in short:

  • Re. the last point, clearly, your crisis communications requires an online element.
  • Most of all though, don’t get caught up in trying to win hearts and minds through science and fact alone. Nobody cares about science, however spuriously, if their family’s health may be at risk.
  • Don’t let business people, academics, engineers or scientists decide on your story. You need communicators on board.
  • Don’t just make it about defensive communication and proving that you’re not as bad as they say. So your substance isn’t that harmful (or whatever) but is your organisation really doing good deeds in the long run? If not, it should.
  • Treat pressure groups with respect, engage in dialogue, show them that you do good things, and they might even be nice to you. Or at least be less outrageous.
  • And I have to say this considering my line of work… Go online and develop a super web presence to engage directly with the public and explain your story to them without intermediaries. Media relations is important, of course, but the press is likely to side with pressure groups more often than not, no matter what you say or do (and if you’re truly nasty, deservedly so!) Why? Because they’re the nice guys and readers like them more than you.

gorilla1Smug online consultants in Brussels (and elsewhere no doubt) are constantly saying that traditional communicators are not embracing the web because they just “don’t get it.” What a load of tosh. However, web uptake has been slow, but it’s not because thousands of smart people have suddenly gone dim. Sure, plenty think that the web isn’t important because “MEPs don’t use it” or “surely only lonely teens use Facebook” etc. However, they’re not in the majority.

Instead, I’d split the majority of web naysayers into three groups:

1. The people who generally don’t value campaigning. Those who think all decision-making takes place in cramped offices with key stakeholders while everybody else is happily getting on with their lives with little knowledge or interest in complex matters of politics. These people “don’t get it” more broadly: they think comms plays second fiddle; they split PA professionals and communicators into two different camps and consider the former far more important (and clever no doubt.) Are these people dumb? Generally not. Their model has worked for decades and I’m sure backroom dealing is still the most important tactic out there, especially for issues that haven’t made it into a pressure group’s in-tray.

2. An extension of the first point – let’s be honest, there are people who don’t really need the web. The experts whose job it is to really explain the nitty-gritty of policy to legislators. They still make up the majority of communicators in Brussels and they’re pretty essential.

3. Those who appreciate the value of the web in communications terms but can’t see the ROI (i.e. primarily the agencies). The thinking here is: “I can charge 100K for an event but Twitter is free. It’s a no brainer.” They’ve got a point, and until they’ve got clients that will happily pay for events and see more value in a trade-press article than a blogger relations campaign, they’ll stick to it. And rightly so. They’ve got a business to run, after all.  Two points I’d make though. First, mastering the web is difficult: selling really competent web strategy, putting together the pieces, mapping online conversations and how to react to and shape them (and so on) doesn’ t come cheap. And as for billable hours, sure, setting up a Twitter account is quick and easy, but following conversations, engaging in them, producing content for multiple platforms, engaging with bloggers etc. takes a lot of time! Second, you’ve got the risk of the client one day saying: my competitor is doing really good work online, why aren’t we? What do we do? You want to be proactive now rather than reactive later.

What’s my vision? The scenario is really not a showdown of traditional vs. modern models. They key lies in integration of all tactics in the most suitable manner considering an organisation’s communications objectives. However, I do think any approach should embrace the web, whether its simply the place where information is centralised and made easily obtainable for all stakeholders; or the focal point of an engagement approach in which an organisation seeks to listen and engage in wider debates that can ultimately dictate the pace and nature of regulation (or ideally both…)

A friend told me a story this week which gives some real insight into how sly lobbyists can be. A few years ago in California, Toyota and the US big 3 (GM, Ford and Chrysler) lobbied hard against stricter regulation governing emissions. This seemed odd at first. Toyota have spent years and billions in developing cars that produce fewer emissions – surely they’d want stricter emissions regulations as this would enable them to exercise their competitive edge?

Not quite. As ever, Toyota are a forward-thinking company (see my previous post):

  1. They understood that they have a competitive edge over the big 3 globally because they produce cars that are more environmentally friendly.
  2. They understood that the prospect of losing out on a huge market like California might finally move the big 3 to start investing more in hybrid technology and other less petrol-guzzling alternatives.
  3. Conclusion? They prefer having to compete with the big 3’s SUVs in California than have them invest in R&D which might in a few years make them viable competitors in the global hybrid car sector.

That’s clever. What I’d be curious to know is:  Toyota and the big 3 presumably sat down and co-ordinated their efforts at some point. Did the big 3 know they were being duped? And could the Toyota execs and lobbyists keep the smirks off their faces?

A running theme of this blog is that online communications need not be something entirely removed from that which PR and PA professionals have been doing for years. Although social media et al has changed the communications landscape and a new approach is required to make the most of it, the web can also help strengthen, but not necessarily change, age-old activities, such as basic content production.

In this post (including video interview), Sally Falkow explains this concept a little better than I’ve done i.e. that PR practitioners should still be producing content, because that’s where their expertise lies, but that what’s different is that they now need to be thinking of more formats and different distribution channels.

Most PA and PR professionals have understood that the web is important, which is great. However, they often get very excited about bloggers and then seem to stop there, as if the web had nothing more to offer. This is a mistake. No only do they lose track of the many other online tools at their disposal, but their lack of a “bigger picture” focus also results in them treating blogger relations as nothing more than an extension of media relations.

I’ll be writing about this again in future, but here’s a first few points I’d highlight. Simply treating blogger relations like media relations, and approaching bloggers like you would journalists, is a mistake. Sure, there’s room for building relationships with bloggers just like there is with journalists, but whereas journalists write for a living, bloggers write because they want to. What’s the difference? Journalists have deadlines, and need to satisfy readers and editors, and thus appreciate good pitches. On the other hand, bloggers write about whatever they want to in their own time. Result? While a good, relevant and tailored pitch is likely to interest a journalist, it’ll hardly ever interest a blogger. It might even annoy them, and worse, they could publish your email address on their blog accompanied by a rant about how annoying PR people are.

To entice a blogger you’d need much more time and patience. In short, you’d need to listen and engage in their community i.e. comment on their blog (relevant comments – not “here’s a link to my press release”) and perhaps even have your own blog which taps into and contributes to that same community. Or an alternative would be to seek bloggers’ expertise to enrich your story i.e. involving them, whether by testing your product, completing your experts survey, or whatever. That’s more likely to get them interested than a mere press release. Read my previous post on this for more detail. Or even better, read Brian Solis’ book on blogger relations.

Moving beyond blogger relations, what I think can actually add more value to your communications efforts is the integration piece i.e. how you can use online tools to improve media relations and vice-versa. What could this mean in practice?

You can enrich your press releases: rather than just giving your take on an issue and providing a quote, have a more complete press offering where you have video interviews with stakeholders that you’ve filmed with a basic hand-held camera and uploaded to YouTube, and include hyperlinks to other relavant material.

In addition, you should look more at the “pull factor” i.e. making it easier for the press to receive updates from you automatically rather than simply pushing it to them when they might not even be interested. The standard functionality here is RSS, which is now available on most sites, and allows people to subscribe to updates at the click of their mouse. In future, Twitter is also likely to take off, so journalists can simply choose to receive tweets from PR professionals (and vice versa). To anyone not acquainted with Twitter, it’s a microblogging platform that allows you to issue short entries (140 characters max.) which will automatically be picked up by anyone who “follows” you i.e. who has linked to you on Twitter.

There’s also another element to the “pull factor”. The web empowers individuals and organisations, meaning that they’re less reliant on intermediaries, like say journalists, than ever before to find the content they want. Online, you’re the publisher, so PR and PA people should shift some of their focus from pitching stories to the press to actually making it easier for people to find the story if they actually go looking for it. This first involves producing good quality content that people would want to find, link to, and even spread. Second, you should then bring in a techie who can tell you how to produce content or adapt existing content so that it is optimised for search engines i.e. SEO (Search Engine Optimisation), meaning that your content will appear high in Google and other search engines if a user enters a relevant search item. Many people underestimate the importance of SEO. It sounds dull, it’s techy; surely nothing to do with good PR? No, in truth over 90% of sites accessed online are done so via a search engine, so having a high ranking in Google is invaluable. And a lot of it you can do yourself, by using the right keywords and titles in your content.

As for the other side of the coin, using media relations to improve your online content, at the basest level, this can simply involve showcasing news stories other than your own by hyperlinking to them. But you can also take it a step further. This may be a bit unconventional, but why not get the journalists you have an established relationship with to help improve your content via a comments feature? Or even interview them and put a video snippet on your site? I’ve interviewed journalists for a client, and they tend to really appreciate being on the other side for a change, they have a good take on the issues, are effective communicators, and are often well-respected (depending on the publication they work for).

In the near future, I’ll be writing more detailed posts on what a PR/PA professional can do to a) produce more appealing content online; and b) how to lead people to it.

Trade associations mainly serve their members by: 1. keeping them informed of developments in Brussels; and 2. lobbying and communicating on their behalf. Both these functions could be developed considerably through the smart use of online tools, even by the most cash-strapped association.

If you look at pretty much any Brussels-based trade association’s website, it’s immediately apparent that they’re not making the most of the tools at their disposal. I picked about 15 associations from Euractiv’s list of Euractors and looked at their sites, and apart from a few exceptions, they all use their sites to: present their mission statement, structure, board and secretariat staff; describe their industry/sector and activities; publish press releases; and promote their events and publications.

This is really a wasted opportunity. Here are three areas within which I think they should be adopting more web tools (measured against an association’s priorities and activities of course):

Publications Sites tend to have a list of publications and an order form, but more should be done to make the content accessible. If the publications are intended to be read by as many people as possible, but the association is not that interested in making money off them, all should be made available as eBooks that are easy to download and easy to forward. If the publications are meant to make money, I think they should be published on Google Books, where users can read but not download, allowing them to verify that the content and quality matches their expectations. This would not deter purchases: nobody would read a whole book online, and most buyers want these type of books for reference, available from a nearby book-shelf at their whim.

Events Most associations host events and yet their sites only tend to promote them and nothing much else. Where’s the integration? Following events, a lot more material should be made available and promoted (podcasts or videos of attendee interviews, presentations), and it should be really easy to spread. Getting this material isn’t difficult. A simple dictaphone or basic handheld camera is enough. Editing can be done for free (Audacity for audio only; Window Movie Maker for video), and hosting can be done on free web platforms like YouTube. What’s the point? It extends the lifespan of an event; it improves outreach and gives attendees a record of what they saw.

Plus seeing as associations place such value on events, I’m guessing they’d like to host more of them but can’t afford to. Why not move them online? One big annual conference and four smaller online events, with all the functionalities of a “real” event other than the coffee breaks (presentations, Q/A?). This is not expensive or difficult to set up, and could potentially attract more attendees than live events (no travel).

News Presumably, most associations have a newsletter, email updates, maybe some activity in members only areas that we can not see. Nevertheless, I’m pretty sure they’d want to be doing more. I’m guessing many members feel daunted by anything emanating from Brussels, and the trade association’s role as a knowledgeable gatekeeper of news and other information is vital. What could they do? Very few trade associations use a blog to update members or anyone else who might be interested with material that is in the public domain, it seems. I think near-instant updates via a blog could be invaluable, much better than email updates, which get lost in cluttered inboxes, or newsletters, which require a certain number of articles. The advantage of blogging in this respect is that you can report just one story at a time, whenever you want, and all stories are stored in one place. And the blog can be short – “check out this really important document” (publicly available only of course); or longer – “we attended a hearing at the Parliament this afternoon. Points X, Y and Z were raised. We’ll be doing A and B”. And if members really want the news in their inboxes, they can subscribe to blog updates via email.

As for news aimed at the press, associations’ press rooms are usually very dull, containing little more than basic info and press releases. Far more could be done at little cost to both spruce up the content and improve reach. Like what? For starters, linking to other relevant stories on the web (a site should be a source for more relevant content than that which you write yourself), short video clips, easy bookmarking to make it easier for people to spread and find material, and RSS, so that users can request updates in a reader or via email. Some of these things, like enabling bookmarking and RSS, take minutes to set up and are free. _______________________________________________________

Of course, online communications goes a lot further than this. There’s online monitoring, social media engagement, pay-per-click advertising, eCampaigning and so on. These tactics would probably be a step too far for most trade associations given their scope and resources, but they have no excuse for not taking advantage of a number of cheap and cheerful web tools that could really add value to their work and delight their members.

Selling social media

I just came across a good post from a few months back by Chris Brogan on selling social media internally. It’s marketing-focused but very relevant to all comms crowds – and I assume some people will find it interesting as I see from my site stats that my posts on selling digital to clients in PA are quite popular.

Two points stand out for me as particularly relevant as selling points to a PA crowd that is uncomfortable with social media:

  1. Internally, social media tools can be used to help with status information, training, project collaboration.
  2. Building an online social media component to most marketing and PR efforts ensures a better reach for the media created.

The point about using social media tools as an internal tool can, as Chris states, be helpful for a variety of processes. Even more importantly, it’s a lot less daunting and thus an easier sell when you say: “let’s try out this really basic tool internally (a blog perhaps?) and if we’re all comfortable with it after a few months, we can try it out on a relevant client project.” The second point is a great sell as well because it allows you to focus on regular media relations, which traditionalists of course value and feel comfortable with. So what you’re doing is not selling social media as something new and different, but as a set of tools that can add value to your traditional media relations by improving reach and quality e.g. a good 30 second YouTube interview with the person quoted in your press release .

I came across an old post by Brian Haven entitled All media is Social which struck a chord. In short, Brian writes that the web could just be viewed as an extension of traditional communications interactions like sharing, connecting and broadcasting, but with greater reach, accessibility and immediacy.

Not rocket science, but it made me realise that a post I wrote on how to sell digital to clients in Public Affairs in Brussels probably prioritises the wrong elements. My premise is largely that a) communicating online is different; and b) although the lobbying vs. comms balance remains fairly skewed in favour of the former, it’s becoming less so as public perception is becoming increasingly important, and in many areas, the web is the most effective place to campaign to try to influence it. I still think these points are entirely valid, but Brian’s post has made me think that the best sell to more traditional prospects really should be that the web can be an extension of old-school communications, or in other words, that online tools can massively improve the extent, reach and quality of existing initiatives by complementing them and acting as an integrator.

Here are three simple practical examples where you can take a traditional PA tactic and improve or extend it using online tools:

  1. If you host an event, your pre and post event activity should be co-ordinated via the web, enabling you both to attract more attendees and keep the event relevant for longer than its actual duration. How? Before the event, promote it online as well as via your traditional offline channels; add a viral element to the event webpage or site to encourage people to forward it to people they know; engage attendees before the event via a survey or introduction video. After the event, show the presentations in webinar format (PowerPoint plus audio) on the event webpage or site; show video interviews with attendees; and again, include a viral element encouraging users to forward material so that people who missed it can see it or so that people who were there have a better record of it.
  2. To optimise your media relations, use a variety of web tools to make sure you’re providing journalists with the best possible material. If it can help improve a story, provide them with top-tier material in video or audio format (especially interviews) perhaps in a social media release. And as well as providing your own material, assimilate the best material available on the relevant subject matter available elsewhere on the web by hyperlinking to it via your online press page. Also, make it easy for journalists to be updated in near-real time by allowing them to subscribe to updates via RSS (or even Twitter).
  3. In addition to monitoring traditional news sources, use a dedicated social media monitoring service like Attentio (or even just some free services) to make sure you’re tracking everything that’s being written about the product, organisation, company etc. in question.

Ideally, once you’ve won them over by strengthening the reach and impact of their existing initiatives with simple tactics like these, you can begin to introduce more daring web initiatives (not for the sake of it of course: only if they fit into your broader strategy and you’re convinced they’ll work!)

This interesting point was raised at a meeting I recently attended: when people don’t think or know about the parts of a supply chain that come between between producer and end-user (or at least between producer and end-user but one in the case of retailers, as they are often in the public eye), this can be detrimental to the producer because all responsibility regarding their good or service falls onto them. What’s more, pressure groups understand this very well and are likely to always point the finger of blame at producers even when they know that fault lies elsewhere, because in campaigning terms, castigating the big boys works.

In some cases, the supply chain is pretty apparent, and responsibility is shared. Take for instance the automotive industry. The supply chain is manufacturer -> dealer -> buyer. In addition, at each part of the supply chain, regulations apply which everyone knows about. Governments play an important role in setting rules for manufacturers, dealers and drivers, meaning that manufacturers make safe cars, dealers don’t sell to anyone without a license or under 18 (or whatever), and drivers are expected to abide by the rules of the road. So if there’s an accident involving a BMW, most people would not blame BMW, but, say, a speed limit being too high or a driver being imprudent. With pharmaceuticals, everyone again knows the basic supply chain: pharma -> pharmacy -> end-user (via doctor’s prescription). Again, the rules are set in stone: governments set stringent standards, doctors are meant to know what to prescribe, and pharmacists know everything there is to know about the products. If someone takes 100 aspirins, nobody says it’s Bayer’s fault.

In some cases, however, the supply chain is more blurred, and the regulations governing it are not common knowledge. Take one industry which one of my clients represents, that of plant protection (pesticides). The supply chain is producer -> vendor -> farmer -> end-user. However, nobody really knows about the vendors, and farmers are thought of as purveyors of food, not pesticides.

Result? If consumers, say, should read that high levels of residues were found in apples somewhere, or that someone has been exposed to pesticides on a farm to the detriment of their health, most bypass the rest of the supply chain and think producers are to blame. Think what you want about pesticides in principle, but in these two hypotheses, producers can not be blamed. Perhaps it’s the vendor’s fault, as they usually don’t have the relative expertise of, for instance, pharmacists, and might not sell the right product; or perhaps the farmer is to blame, which is quite likely, considering that in many countries they aren’t required to be trained in using pesticides properly.

In terms of communications, what does this mean? That if you’re the producer and you’re taking a lot of stick for things involving your product or service that are occurring at some other point in the supply chain, your communications should highlight the entire supply chain:

  • At the basest level, it’ll make people understand that you’re not solely responsible for everything that takes place involving your product or service.
  • Once they’re in the limelight too, it’ll make other parts of the supply chain act more responsibly.

And most importantly, producers should also strongly and genuinely support the most stringent of standards for all parts of the supply chain, including themselves. Even better, they should actually help other parts of the supply chain abide by them. Why? Mainly because it’s the right thing to do. What’s more, if something does indeed go wrong that’s not your fault, you won’t be considered solely responsible, and might even be viewed as part of the solution for preventing it from happening again.

I recently attended an industry-sponsored debate on a very pertinent issue that broadly sits within “chemicals”, where I watched a mad Green MEP and an awkward young NGO campaigner with a twitch and a penchant for talking to himself walk all over the representatives of the industry in question: a CEO and a prominent stakeholder. Frankly, industry has the edge on this issue. The scientists agree, as do academics, as would the most of the general public if they know the facts. The argumentation used by the Green MEP and the NGO campaigner was aggressive and emotional, lumping all industry together as the devil incarnate, be it tobacco or consumer electronics (over CFC), but it was poor in terms of real substance.

Nonetheless, it appears they’re going to win this battle, and it makes you wonder why some elements of industry in times of crises still spend fortunes on aggressive advocacy and financing events and impact studies full of facts and figures that supposedly support their case, rather than communicating in ways that resonate with people in a more gradual manner before the proverbial s*** hits the fan. By appearing aggressive, industry shoots itself in the foot. Furthermore, the “science” is no longer that important! People are put off by it, and yet industry remains prone to state that science is in its corner and somehow expect the whole thing to go away.

So what should they do about it? Go down the road many players in the energy and automotive industries are taking, from Exxon to Shell to Toyota. They are some of the biggest polluters in the world, but by turning the corner and communicating more proactively, appearing more honest and compassionate, trying to be part of the solution, talking to pressure groups, and coming to the table offering something, they’ve greatly enhanced their appeal – and as a result have far more leeway with legislators.

Plus I think they should be focusing a lot of their attention on communicating on the web, for the reasons described in my previous post, and for the following two in particular. First, the nature of the medium suits the honest and compassionate angle because it’s so easy to give a face to a supposedly faceless industry, and personalise communications, via say a blog or video interviews. Second, it’s the easiest place to give up or at least share control of the message with those who might disagree with you – which is imperative seeing as industry is chastised for not listening to concerned citizens. What better way of countering this than providing a platform for airing concerns that gives equal access to all?

While their efforts to remain in the communications stone age and withstand the onslaught of digital have been valiant – MEPs don’t use the web, they’ve often claimed -  Public Affairs professionals in Brussels are slowly coming around to the fact that digital can work for their clients too. Next up is the clients themselves and convincing them to invest in online activities, which is no mean task. First, although their ability to radiate expertise on topics they’ve first heard about over lunch an hour before a meeting should never be underestimated, with limited experience of digital themselves, PA professionals might struggle to explain its full scope. Second, old-school clients who barely use the web and think no one other than their teenage grandchild does either will really take some convincing.

Here’s a few things that might, combined, win them over.

1. The Internet is a mainstream medium

Old fogies might initially appear hostile to the web because of reasons bordering on: “our target demographics/stakeholders are not male and prepubescent” usually followed by something like “we’d like a website because it seems we have to have one, but that’s all for now thanks very much.” This outlook was pretty prevalent a few years ago, but admittedly much less so today. In any case, to anyone who does need convincing, it’s fair to say that the web is now a mainstream medium. 60% of Europeans are daily users with an even male/female split, broadband adoption is growing by over 10% annually in Europe, and 70% of journalists claim to use online sources to research stories. In short, the vast majority of relevant stakeholders are active online, and if they really are not, the influencers who reach them are.

2. Campaigning is increasingly important

From what I can gather, advocacy at a European level is not what it used to be. Sure,  a combination of expertise on the subject matter and direct contact with relevant legislators is extremely important. However, what influences these legislators has arguably changed following enlargement and societal developments that have altered citizens’ demands of their elected officials. In short, public opinion matters more than it did a few years ago – and what’s more, public opinion has shifted.

On enlargement, it seems (although I might very well be wrong) that having 700+ MEPs from 27 member states has led to fewer concentrated group allegiances within the European Parliament i.e. MEPs are now less likely to follow the group line than do what their constituents demand than they were before. Certainly, on an issue I’ve been working on for a client, there were significant divergences within the major parliamentary groups, which experienced lobbyists claim would not have been the case a few years back.

With regards to public opinion or citizens’ demands, very briefly, I’d say that in general these have changed dramatically because Europeans behave like consumers even when choosing who to vote for and essentially “shop” for their favourite politician based on issues, rather than broadly accepting what the party/politician their family or community traditionally votes for tells them. What’s more, the nature of the “issues” that drive their demands has shifted as well, as people’s concepts of well-being are different. Sophisticated personal quality of life factors such as concerns for the environment, healthy living, a solid work-life balance etc. are these days far more prominent than simply being happy if basic necessities are met and the Soviets don’t invade. This is a gross simplification of pretty complex developments, but what I’m essentially getting at is that citizens are more selfish, demanding and fickle; their notion of well-being has evolved to matters which affect them personally; and legislators are having to take notice.

Does this matter to communicators? Yes, because campaigning directed at citizens is now as important as advocacy if not more! Not convinced? Think of the success NGOs have had on a range of issues and ask yourself once again.

3. Online communications is different

What’s even more important to stress is how eCommunications is different: a) the tools allow for far more intricate means of communicating; b) they allow you to listen and engage; and c) they allow you to measure activity more precisely.

a) The scope of the tools

The mere scope of eCampaigning in terms of what a campaigner can do, or mechanisms to engage a user and spread the message further, are immense. Take for instance as a benchmark an exceptional eCampaign such as The Girl Effect, my current favourite, which incorporates the best of TV advertising in terms of high quality video, audio and copy in its introduction video, but in addition, runs a lot longer than a TV ad can, then immediately allows users to send to a friend, donate, find out more, and engage, all at the click of a button. I myself watched the video on The Girl Effect from start to finish, sent it to a fair few people I know, and nearly donated (which is closer than I usually get). I’m trying to imagine seeing the message in another medium and wonder whether it would grip me in the same way and then make me help it go viral by sending it on to friends. Probably not. A TV or print ad would be too short, and even if it did grip me, I would not immediately be able to act on my interest by sending it on, and knowing me, would forget by the evening.

b) Listening and engaging

I’d say the ability to listen is actually one of the most important changes the web has brought about. It might seem pretty basic, but I do honestly believe that it’s transforming communications no end. Focus groups, polling, surveys etc. existed before but these methods either did not account for many people or were very expensive. Now, companies or organisations can actually sit back and listen to what scores of stakeholders of any sort are thinking and communicating about you or your field, and can react accordingly rather than by second-guessing and hoping for the best.

As well as the ability to listen is the ability to interact. Old-schoolers adopting the web have often made the mistake of treating it like another medium to harness in addition to radio, print, direct mail etc. i.e. where you simply post your message and hope someone picks it up. Yet this is wasting an opportunity because the web allows for two-way engagement. Whether it’s via a comments feature, email, discussing something on a forum, reference in the blogosphere, the fact of the matter is that you’re now able to engage in a conversation.

So what’s different, or why does it matter? Well it’s a great opportunity for one. Honest and transparent engagement, done well, will make a company/organisation/person appear more credible, and frankly, more genuine than if all their outgoing communications simply consists of highly vetted messaging.

More importantly, and we’re seeing this phenomenon really striking gold in the Obama campaign in the US, engagement can result in mobilisation. The web is a phenomenal mobilisation tool – in fact, it’s far better at mobilising existing supporters than reaching or persuading new ones, because it’s easier for people to pick and choose online than it is in other media. I’ve often called this the “town hall effect” based on the age old tradition of town hall meetings where candidates and voters would discuss issues face to face. This had died out but is being revitalised in a different, and possibly more effective format, on the web. In practice, online mobilisation largely involves putting supporters in touch with a candidate/organisation/association/company etc. and with each other, then facilitating their ability to spread the word, on or offline, via their own networks and in their own communities, through events, calls, letters, emails, fliers etc.

In addition, not engaging can be a lot worse. I’ve done work for companies operating in highly unpopular industries, and for decades they’ve tried to limit communications or at least rigidly control it. They can not do that anymore, because the growth of the web means that, more than ever: 1) secrecy is frowned upon; and 2) you’ll be slated without actually being out there defending yourself. And this matters more when it’s happening in a place that’s accessible by anyone and can at worst go viral, than from atop a soapbox – “A lie can travel halfway around the world while the truth is putting on its shoes” (Mark Twain).

c) Measuring

While you can listen to people, you can also track their activity. Everything online can be measured, from the number of people visiting a webpage; how they get to the webpage (directly, via an ad, via another site); to the number of times they return to the same page, time spent on it, what they click through to; to where they are located geographically; and in some cases, who they work for. This allows you to grasp whether your campaigns or other web activities are reaching your target audience and whether they are responding as you’d hope they would (by visiting numerous pages, staying online for a long time, downloading material, donating, forwarding to friends etc.), and to constantly improve according to what you can tell users want. Again, this could be done before via, say, a phone survey, but it’s far easier now and the level of detail you can acquire is quite astonishing.

4. Using the web to improve working practices

The web does not just have to be sold as a campaign tool or a way to interact with stakeholders. There are countless ways to use online tools to improve and streamline internal working practices e.g. an internal team blog by the engineers explaining what they do (which, say, the marketers had no idea about); collaborative authoring in a wiki rather than umpteen emails and version numbers; a podcast by the CEO rather than a conf call no one listens to; eLearning or conferences via webinars instead of flying people places; or social bookmarking to collect useful learnings available online in one place.

Sure, this does not fall into the realm of public affairs, but frankly, so what. One, it’s an easy way of winning people over. If they’re not convinced that they need an eCampaign or need to be engaging in social media, tell them to try some simple tools internally before moving onto the bigger projects, and you might win them over. Second, it really serves a purpose, namely of connecting various elements of a company or organisation, or “breaking down silos”, and making it more efficient.

5. It’s (potentially) a lot cheaper

I don’t like this rationale, but if all fails, expense is always a winner. Web projects can potentially be enormous and very costly. On the other hand, communicating online can also be done well at a very low cost, as it’s largely about communicating in the right channels and in the right way, rather than buying media that might reach the correct demographic.

6. The web as a direct (nearly) advocacy tool

If people still need convincing, the web can also be sold as a tool to be used in direct support of advocacy. If key target MPs or MEPs have been identified in an advocacy campaign, as any good lobbyist would do – say all M(E)Ps in the most relevant parliamentary committee – web tools can be used to directly target that M(E)P’s constituency and exert pressure on his/her constituents. How? It would involve targeting online advertising within the correct geographic location e.g. a Google AdWords advertising in the region of the target’s constituency only, with keywords carefully devised to suit its constituents’ prime concerns, or advertising being placed on media that is especially popular in that region, or as a last resort, purchasing an email list for that given region and linking through to dedicated areas on an M(E)P’s website which deals with issues pertinent to the constituents’ needs and fears.

And if your client still needs convincing, I’d say you have yourself a lost cause.
